Dear National Committees,
Thank you for your condolence and encouragement for the big earthquake and
tsunami which have occurred on 13th in Japan.
Jcold staff and office are safe but in the confusion.
Fortunately most of dams were safe in spite of heavy shaking.
No severe damage has been reported yet except one small irrigation dam.
We ,Japanese are now trying to rescue refugees ,not to enlarge damages and to restore the area.

Dr. Norihisa Matsumnoto (Former ICOLD Vice President) had reported to the ICOLD as follows.
The earthquake was a worst disaster.
The staff of JCOLD are also all safe, but most of them including Mr. Fujiwara and me are not ableto commute to the office. The book shelves of the JCOLD office fell down.
Therefore, we may cause inconvenience by JCOLD's not functioning well for two or three days.
Fortunately most dams were OK, except one small irrigation dam. I will report of dams later.
